Depends on what you need more at the moment. If you have no preference I would take the laptop, unless you're a master with PCs. If you're not a computer expert it's harder to keep a laptop running smoothly w/ no viruses, etc than a phone.
I wouldn't get a 6s plus, they suffer from touch failure where a chip on the motherboard separates due to minor damage. Apple have a repair program for this but it's best not go there in the first place.
Without elaboration I can't give you a good answer but it really depends on your needs. I'm guessing you don't already have a laptop but you probably already have a phone, perhaps the last generation of apple phones? I would personally go with the laptop as you can do so much more with it and a phone isn't really that necessary especially if you already have one that is still functioning.
