Can a blocked Iphone still be used?
I found an iPhone 5 at work and no one came back to claim it, so I brought it home. It is blocked, because it was reported lost. When I reset the phone and try to activate it, it says to insert a SIM card. Its a Tmobile phone. If I buy a tmobile SIM card, will I at least be able to set the phone up as a Wi-Fi only phone, or will it being blocked not even allow me to set up the phone?

Tmobile will put a lien on ot because technically they still own it. If you have it unlocked you may or may not be able to use it depending on the other carrier's policy toward blacklisted phones. Tmobile and metroPCS will not work for sure. By all means use it as a Wi-Fi phone, its yours now!
I think there's a way to unlock it using a program from the internet. I'm not sure because I've never done it, I've just been told you can. You should be able to use Wi-Fi on it.

You won't be able to activate the phone as long as the phone is blocked. You need remove the block and then you will be able to use the phone normally. If you need help with getting the phone unblocked, mail me for references.
