Can a Non US Citizen buy an iPhone 6+ with AT&T 2 year contract buy it in the US, then use it at his/her home country after he/she hack the iPhone or unlock it by him or her self?
My friend asked me earlier today about this topic, because he want to visit the US this summer, he really want to buy an iPhone 6+. He asked me if he(a non US citizen) can buy an iPhone 6+ with an AT&T two years contract in the US? He knows a guy who can unlocked it by him self so he have no problem with that.

Not with a contract. You will need to provide a deposit, address and checking account information to get a contract phone. You will be able to pay full price for the phone if you want one.
No you can't buy a cell phone in the US if you are trying to buy it with a contract because you will need to have a us credit card and a us address.
