ICloud Lock? Impossible. ICloud Lock is an anti-theft feature, it would be useless if it could be bypassed. Anyone saying otherwise is just tying to scam you.
This question has been asked many times. The answer is NO. Only the original owner can remove the iPhone from their iCloud account. If the owner can't be contacted, then the phone is as useless as a brick.
