Can I transfer files on my external hard drive directly to my iPhone without a computer?

I have an old laptop that will no longer power on. There's a 2.5" SATA HD in the laptop. After researching on the web I saw that they make hard drive enclosures that you can pop in a 2.5" hard drive into, making it an external hard drive. So basically can I buy one of these enclosure device and then buy a USB to lightning cable cord and then hook it up to my iPhone 6+ and extract files from what is stored on that old laptop hard drive?

I doubt the Iphone would recognize the files unless the HD was running on an Apply operating system.

Everything can be remotely accessed through their NAS at home.

I would like to import them directly from my iphone to my external hard drive. I have tried messing around with iphoto… And dragging the pictures to the external hard drive but it won't work.
