No you can't because Apple has stop signing the 6.1.3.program. If you went back your iPhone will be bricked and you won't be able to use it. I suggest to just learn iOS 7 and adjust to the new look. It hasn't been easy on everyone.

and iOS 7 isn't that bad you'll get used to it (and eventually loving it hopefully)
