Can i unlock a stolen iphone 5c?

I found a iphone5c and i believe someone ha reported it stolen. I was jus wondering if i can still get it factory unlocked?

Or you could just leave it locked and return it… What if someone stole your phone and went through it and erased everything?

First, you can't factory unlock ANY phone. They are sold locked to a carrier or unlocked. While you can unlock phones, you can't get them factory unlocked (that means they were never locked to a carrier).

Second, you can't unlock an iPhone 5c that has been reported stolen. It uses the latest iOS software and that has protections to prevent it being unlocked without the password on the iTunes/iCloud account for the phone.

I would suggest you do the honest thing and turn it in so that it can be returned to its rightful owner. Would you like it if you lost your phone and someone did what you want to do?
