Can this iphone 4s get fixed?

basically my phone slapped on asphalt when i was getting off the bus. It has always glitched but its glitching even more and parts of the glass on the screen are coming off.a huge chunk is already gone. Should i just get a new one? And should i get the 5 or the 4s? Which one is better? I'm a typical teenage girl that texts alot and listens to alot of music and takes lots of pictures. And if i get a new phone i will definitely get a more protective case. I had an otterbox but it ripped. It was only the rubber part. Any recommendations for cases? Haha its alot to ask for but any help will be appreciated!
Get a phone that's stronger, and not made of glass on the back.
If you text a lot, maybe you should get a bigger phone, I hate that 3.5 in screen, I have a 4.7 in screen and texting is much easier for me.

and I'd suggest getting the iPhone 4S if you're going to get another iPhone. But you really got to watch it with those phones, even with an otterbox or a 'lifeproof' case, it can still EASILY break. If you decide to change phones, I'd go with a Galaxy S3 as it's a great phone too!
- Where can I go get my iPhone fixed? It fell in the toilet. Can it be fixed? I already put it in a bowl of rice for like 60 hours & now I'm going to try to turn it on but I doubt it will turn on. So if it doesn't where can I go get it fixed?

I don't have an apple store in my town but i do have a verizon store, Vanns (electonic, appliance, etc.store) and a bunch of other phone or electronic stores. How much will it cost to fix it? I then bought a charger- used it whalst i was out there, but when i came back and used it the plugs blew, and my iphone stopped charging altogether. As i've changed my phone to blue, apple can now not even look at my phone for a repair as its been 'modified', so as i think the whole circuit or something in my phone is broken, how can i get it fixed?
- When I get my iphone fixed can I get it in a different color? So my screen is cracked (please no comments about where to get it fixed cause i'm sending it into T-Mobile) so when I send it in can I get it switched to space grey? I have the iPhone 5s if that helps
