Make an emergency call an an iphone without a plan?

My iphone 4 doesn't have a plan currenty, but has been activated in the past (I bought it off ebay, it has a sim card yada yada, it was/is with Verizon) Basically everything works just I don't have a plan, and obviously the previous owner isint still paying the bill, and ended the contract, ect.
Anyways, lets say i'm in the woods and I have service, someone gets hurt, could I use the emergency call feature? Or at least call the operator? If not do companies offer just that feature? I don't really want someone to die because I can't make a call to 911.

No. You can make an emergency call on a phone that is password protected, but it needs to have a connection to work. A connection is gained by having a valid plan.
