Could this iPhone be locked on iCloud?

My friend from slovenia found an iPhone 4s on the train and kept it on for over a week hoping for the owner to call but they never did. She visited Kenya 2 weeks ago and brought it and now I have it.
Since I didn't have the passcode, I restored it on iTunes in recovery mode (iTunes updated it to IOS 7 without asking for iCloud credentials) and now intend to factory unlock it so that I can use it on my Kenyan network. I'm not very familiar with iPhones and I have read somewhere online that if its locked on iCloud I can't use it even if I remove the carrier lock. I'm just wondering if there's a way to check if it is locked on iCloud without first spending money on the factory unlock.

Settings > iCloud > Account. If you see and account. Attempt to delete it or even email/contact owner to have them remove it. If you can, then it's fine, if you can't then the lock is activated. Best luck.
