Once you delete a photo, or anything else for that matter from a device, it reallocates the memory the "thing" was taking up and starts using it for other "things". Go generally on may devices if you want to do this you have to be quick, and your OS has to work on the principle of ignoring insignificant data rather than overwriting it's indexes in full. Because of the way the OS on an iPhone works, it's pretty near impossible to recover deleted files just using the phone. There are apps that you can load onto a Mac or PC that will attempt to access the storage memory on your iPhone, but they are far from completely effective. If your luck is in though, it may be that your phone backed these photo up to either iTunes, or your iCloud account, so that may be the place to look.

*Would this have been any easier on an Android device? May be if the device has external storage (an SD card) or was routed with recovery software preloaded… So a bit easier, but there'd still have been plenty that could have gone wrong!

Assuming you are running the latest version of iOS you have to delete a picture twice in order for it to be deleted entirely.

The recently-deleted album is definitely the best place to start.

If you have a recent backup of the iPhone, the camera roll should be backed up, which is the next place to look.

Did your brother text some photos to anyone by chance? If so, there should be copies in his Messages app too. Or he could ask people to text back those photos.
