Yes it has to be unlocked in order for it to work with another carrier. You can unlock it pretty easily at AT&T's website: https://www.att.com/...nlockstep1
Now. Verizon is a CDMA carrier, while AT&T is a GSM one. These are very different technologies and not cross compatible. Verizon usually will not help you with things like this, so you're on your own if it doesn't work correctly.
