It is not the app but the music you need to have on the phone.
There are several apps that will play saved music.
ITunes
there's a website that you can get free songs on iTunes and you don't need an account.
It's Youtube to mp3 and you copy a song link and put it in and download
I think you can listen to it offline I have Samsung so I'm not sure but my friend has it and I think you can listen to it offline
I think Google Play, Amazon Prime Music, and Apple Music all have download to the app options if you subscribe to paid version but the selection changes then you will loose what isn't in current rotation.
I believe iTunes will let you download the music you purchased to your phone.
