as for its GSM radio, you need the CMDA carrier to activate it for over seas travel… But since the ESN is BAD, they won't do it… And Apple has blocked All USA based GSM carriers on the CDMA Iphone 4/4s/5 Sprint/Verizon/Altell/Virgin Mobile/etc etc etc
so… Again… You can't…
this is why they call a CDMA Iphone with a BAD ESN… A very very expensive Ipod touch… The Wi-Fi will always work… But it will never again makes/receive calls/texts/cellular data
The only reason it would have a bad ESN is because it has been reported lost/stolen or you still have a contract with the carrier who issued the phone. Technically it is illegal to unlock this phone to use on another carrier. Even though it is not criminal it is subject to contract [civil court] law. You will need to have the phone unlocked so that you can use it with a prepaid service. All prepaid services must use a carrier usually ATT, Verizon, Sprint, T-mobile. So you will have to be sure the carrier that you use is not the one who issued the phone.
