How do get customizable borders on your photos?

I know there's an app for it, I just don't know what it's called, and neither do any of my friends.
So what iPhone app do you use to get cool borders/backgrounds on your photos?

If its on a printed pic.

Microsoft Publisher is a simple desktop publishing tool that can be used to create newsletters, fliers and many other personal and professional documents. In order to make your document stand out a bit, sometimes you want to add a border to your page. These simple steps will help you add more depth to your desktop publishing documents.

1. Click on the "Start" menu, then "Programs" and "Accessories." Scroll until you find the icon for the WordPad program and click on it.

2. Scroll to the "File" menu and then click the tab for "Page Setup."

3.To determine your printer's minimum margins, set all four sides--top, bottom, right and left--to zero margin values. Your computer will automatically reset those values to their minimum margins.

4. Open Microsoft Publisher through a shortcut icon or your list of programs and open the document on which you wish to put a border.

5.Scroll to the "File" menu in Publisher and click the tab for "Page Setup."

6. Change your margins in Publisher to the same minimum margins in WordPad.

7. Close the "Page Setup" tool and get back to your Publisher document.

8. Scroll over to the "Objects" toolbar and click on "Rectangle." This will create a tool to drag a rectangle of your desired size on the page. Drag the rectangle to your newly defined margins or just inside your margins.

9. Right-click on the rectangle and scroll to the tab "Format AutoShape." Click on the "Colors and Lines" tab.

10.To create a line border of whatever width and color you would like, try different options of the color and type of line. Clear the check box labeled "Draw Border Inside Frame" if you wish the border to be equal on both sides of the rectangle. Click "OK" to see if the border is to your liking; if not, repeat steps 2 through 4 in this section until you create what you desire.

11. If you wish to use a pattern that Publisher has predesigned for your border, click on "Border Art." Then you can select a border from the "Available Borders" list. If you have a bitmap file of smaller than 64 KB that you would like to use for your border, click "Border Art," then "Create Custom," and find the picture on your computer. Then you will click "Select Picture," "Insert Picture," "Insert" and "Name Custom Border."

InstaSize allows you to make your photos different sizes, but only has a limited selection of borders. I've been searching through so many different photo editing/photo collage apps and can't find anything that does this.
