Your carrier is supposed to do it for free if your account is in good standing and you've had the phone a while. For the iPhone 4S only, unlocking an AT&T iPhone will let it work with any carrier, but unlocking a Verizon or Sprint iPhone will only let it work with any carrier when it's outside the USA. Inside the USA it will still only work with Verizon or Sprint.

It depends what network you are on and how old the phone is, i had a 4s on contract through Tesco mobile, i then decided to upgrade and give that phone to my daughter but want it unlocked so she can use a different network, they are doing it free because I have had it for over a year, if it had been less than that it would have cost £20.

This is how most networks operate, they will unlock your phone but they do this by sending the IME number to Apple and it can take up to 14 days, most networks don't charge if the phone is over a year old and if they do it is around the £20 mark.

You can also go to a shop that offers the service but they charge much more than any network will charge you, some charge as much as £100 so going to the original network provider is much cheaper even if it takes a bit longer.

EE is the only network that do not offer the service of unlocking a phone as far as I'm aware.

Apple charge the networks about 15-16 pounds,
so the network will pass that on, plus sometimes a bit of admin total 16-20 pounds
depending the network
takes about 2 days to come through,
and then you put a different network SIM card in to complete the job (force the unlock)
You can put your original sim back in afterwards again if you wish.
