Join an ISP and get a modem.
They have a proxy and usually a subnet mask on top of that.
You don't as you have no control over that. You can use a proxy if you want but your internet and mobile service always knows who you are, and they control your IP. Anyone that says otherwise simply doesn't understand how any of this works.
