I've had good luck with the repair services for iPhones on ebay. Be sure they have a lot of positive feedback tho. If you want someone local, check Craigslist (MEET ONLY in a public place) or a local store that sells iPhones.
Is Wi-Fi on? Is airplane mode off? Because you didn't really write this well I can only answer with questions.

When i turn on my screen it looks good the white with the black apple logo, then it turns COMPLETELY RED.
