How to get contacts off broken iPhone?
I need some numbers from my cell phone but I broke the screen on my iPhone. The phone still works ( like the Siri function ) but nothing else on the screen works. Is there a way I can use iTunes on PC to retrieve my contacts. And not by using iCloud
Of course, you can. It can be recovered from your iTune if you back up it with iTunes, then use some program such as Tenorshare iTunes Data Recovery to transfer it on your computer, than all your contacts will display.

The back camera on my iPhone 4s broke (just stopped working), so I called Apple and I have an appointment set up to replace the old phone with a brand new one.
