Rubbing alcohol and a qtip will work most likely. You can also try coloring over it with a whiteboard marker and wiping it off.
Get wax remover at a car parts store. If nothing else works, acetone will dissolve the Sharpie ink. However, acetone also dissolves most plastics.
How about selling your little brother into slavery and buy a new phone with the money.
Use WD-40 It's great for removing all sorts of things. Ink and those stubborn price tags that won't wash off.
