IOS 7 is not likely supported on the 3GS, atleast not without a jailbreak. I would say stick to your old operating system or get a newer iPhone. Even iOS 5 is taxing on a 3GS. Having owned one myself, I would not put anything newer than iOS 4 or 5 on there.iOS 6 is even iffy.

The 3GS doesn't support the iOS requirements to run iOS 7 it will be released to the iPhone 4 and above. They stopped supporting updates to the system software after iOS 6.1.3
