2. IOS 9.3.1 has no jailbreak yet at any price. Some sources claim a jailbreak may be available in "late June".
In short: your present attempts are a complete waste of time.
The latest jailbreak is on iOS 9.1, 9.3.X hasn't been jailbroken yet.
