Learn the programming language. Write the code. Compile the code.Debug it. Rewtite it to remove the problems it finds and recompile. Repeat that until there are no errors. Submit it to the Apple. They will test it and retest it if they think it has any use whatsoever. If they approve it they will make it approved and put it up for download. Be prepared for disappointment. 90 % or more of the submitted apps do NOT get approval, under current security they will not run on ANY Mac device without the Mac authentication.
