Yes, you can send a text to any phone number without adding it to your contacts first. In your text message list, you will see the phone number in the place where normally you would see a name.
You never have to enter in contacts if you don't want, just type in the phone number when sending new text.
Just type the telephone number directly in the To: field of a new message in the Messages app, then tap Return, and enter your message, then tap Send. The telephone number will be shown in green and when you tap Send the message will be sent to that number via regular SMS. If the phone is able to find the number in iMessage (meaning that it's an iPhone and signed into iMessage), it will try to send it via iMessage instead.
