How to unlock an iCloud locked iPhone 5s?
I found an iPhone 5s a while back and it is stuck on this and I want to know if there's any way to unlock it and how?

You should return it since it is useless to you & no there's no way around it.
There are ways to get past the lock but it will be quite expensive and there's no certainty.
