I'm trying to buy a locked iphone 4s in canada?

I found the iphone, but i don't have a sim for the "koodo service" so how can i unlock it without having a sim card? Is it possible?

You found the phone? That means someone lost it. Turn it into the police and they'll be able to find the owner.

You need to find out the carrier of the phone. You need the owner to actually unlock it for you, then you are good to go.

They do this so that stolen phones can't be used by anyone.

If you bought a phone head to a flea market they have phone dealers there who can unlock the phone and sell sim cards to. If you found a phone best to hand it to the police.
