Only if you backed up your device before hand. Your contacts are not stored anywhere else unless you do a backup. You may have had iCloud backup enabled which would mean you can restore from iCloud backup to get most of your stuff back.

If everything was set up to automatically sync to iCloud, then yes.

You'd have to sign back into the account where they were for that to happen.

You can sync from whatever backup you have.
