If you pulled it out quickly dry it off with a towel and fill a bowl with rice, submerge the phone inside of the rice and leave it overnight and see if there's any fix, leave the phone submerged for at least a good 24 hours for good measure and if it still doesn't work there isn't much else that can be done
Wear a glove or something and take it out. It's probably ruined already with the water from the toilet. A trick I heard online is that you place the phone in a sack of rice. The rice would absorb the water from the phone and your phone will be dry. Whether it still functions is not said. However, if it is ruined, it'd be best if you go out and replace it. Lucky for you, the iPhone 6 just came out, so you can get the latest version if you want.
