I dropped my iphone twice in like 10 minutes and it just shut off?
The phone isn't shattered.
the first time i dropped it little lines were on the screen.
the second time it just shut off.
i already tried plugging it in.
its an iphone 4.
Looks like the iPhone is as good as gone. There's nothing you can do except for replacing it, get a new iPhone or pay for repairs.
Lines on the screen means its broken already. For the second time, you just dropped an broken phone.
You need to get it repaired.

Well I got the phone in December and I dropped it in school and it got a little damage but no harm no foul, but I dropped it today again in school and now there's more damage.
