If you restore your phone through iTunes, your phone will update to the newest version unless you can download the correct firmware for your phone from the internet and restore using that in iTunes by holding shift, pressing "restore phone" and selecting the firmware file. If you restore your phone by wiping all of the settings through the "Rest" menu on your phone, your phone won't update to a newer firmware.
