Only if your service provider ties a credit/debit card number to your phone - such that you can use your phone in place of a regular credit/debit card. I'm aware of a trial of this that took place in the UK, but it's not the way pay-by-phone is usually, managed!
Why? Because Apple want a way to bill you!
Usually it just goes to a credit or debit card on your account, thats a pretty easy way of doing it.
