2) If iTunes is on the iPhone and the iPhone is connected to a cell phone services provider's data network, then the music download happens over over the cell phone provider's data network and any service charge will be whatever data plan the phone has in effect for your iPhone. If the music being downloaded has a $ amount associated with the song, then that will cost money - if the music being downloaded was marked "Get" then it is no charge.

3) If iTunes is on your computer and the iPhone connects to the computer using Wi-Fi, Blue Tooth or a synch cable and the iPhone gets the music from the computer, during the synch, there's no additional charge for that music. The music was paid for when downloaded from iTunes to the computer. If the music is newly added to the computer, then there would have been a charge for that music (unless the music was marked "Get").
