There's NO iOS 7.2, the latest iOS version is iOS 7.1.2 (and iOS 8.0 BETA 4 for Developers or UDID registered people). So what are you trying to mean?
However iOS updates doesn't make Internet slow, your Internet speed always depend on the bandwidth and your Internet connection speed. So a device or OS doesn't make Internet slow (unless it is restricted somehow). And obviously a new update will FIX a problem not make it worse, and thus it won't slow down internet.
However, newer updated on older device can make the device slower, so when iOS 8 comes out for everyone, the iPhone 4S will be the slowest device (and the iPad 2 I guess) running it.
