Iphone 4s is not turning on?

A few weeks ago, I was on a boat and my iphone 4s was in my pocket. I got really wet from the breeze (Soaking) and I forgot it was in my pocket. Once it dried out, the speaker works about half the time and whenever I turn it off, it turns right back on-even it if is at low battery.
I went camping last night and the battery died. And now that I'm home, I put it on the charger for a few hours and it won't turn on.
My guess is that it turned off when it died, then turned back on, because it can't turn off. Then the battery died and turned off, but then turned back on…
I'm very careful with my phones, but that one boat trip was a stupid and careless mistake.
What should I do?

Added (1). The phone is DRY. I have dried it out, it has turned on before the camping trip.

Take it to a apple store. You could try holding the power button and quickly pressing the Home button repeatedly.

It may have shorted out. You shouldve not messed with it but heres what you should do.

First, hold down the power button until it turns on but if it hasn't turned on in 10 seconds that obviously isn't gonna work.

Second, hold down the power button AND the home button at the same time and hold until you see the apple logo. If it doesn't show the apple logo in about 15 seconds this isn't gonna work either.

Third, stop messing with it in put it in a sealed bag of rice. Make sure the entire iphone is covered in rice. Before you put it in make sure you wipe any visible moisture off. Don't use enriched rice unless you have to because time can be an issue. (However if the steps above did happen to work also do this) Leave in bag for 24-36 hours. If it doesn't turn on after that you may have to go to the apple store to see what they can do for you. However if it does turn on, back it up immediately. I doubt warranty will cover water damage (that is if you're still under warranty) but it might. You never know you might get lucky. Hope this helps! -Jay

The iPhone have shorted out, when liquid touches electronics sometimes it does not die immediately it takes time if nothing is done then to save the device it shortens things in it.

1. The Rice option will not save your phone at this point

2. There's 80% chance changing the battery will solve the problem

3.take it to the tech or apple store if you can't change the battery yourself. They will fix it for you.
