My ipod touch is like that i'm sorry to say this to you but that's not fixable. But try this
STEP1:hold the power button and home button together for 10 seconds
STEP2:let go the power button just hold the home button for maybe 15 seconds.

I've tried holding the power button and the home button to try to reboot, but it does not work. The phone seems to still be working normally other than the screen.
