Hold the top button and the circle button down until phone restarts. This helps more than turning it off and on.
Have you tried turning it off and turning it back on? Sometimes its just a glitch. If it still does it, then go to the closet Apple store, they might give you a free one. (MAKE SURE YOUR IPHONE IS BACKED UP TO A COMPUTER So YOU DON'T LOSE ANYTHING)
Last summer my iphone wouldn't connect to Wi-Fi at all. The Wi-Fi button under the settings was blurred out and I couldn't do anything about it. So I took it to the Apple store, and they couldn't fix the problem, so they gave me a brand new iphone for free
