Is ios 7 going to be avaliable for iPhone 4S?
I know there's ways to do it online but I've read reviews that its *** and not to do it until they officially bring it out but then some people say it's fine so what's the best to do? And If so when is ios 7 going to be avaliable?

Yes, it will be available on the 4S when it's released to the public in the fall, but you can install it now if you register your device's UDID with a developer account through a site like http://www.udid.in/.It's $5, and then you can try out the new OS before everyone else. That's how I got it on my 4S.
