It depends on which features you want, since the iPhone came out initially there really hasn't been many changes from phone to phone.

The 5 is just has a bigger screen than the 4S. And the 5S and 5C just have a few more features than the 5 does.

The 6 is just bigger than the 5 (all versions) and then the 6 plus is even bigger. I have both the 5 and the 6 and the only real difference is the camera in them other than the size. Oh and they used to have 16GB, 32GB, 64GB, and 128GB for storage capacity with the 6, the 32GB was eliminated.

Myself, I wouldn't buy a 4S unless I was desperate for a phone. No iphone4s is not worth buying now… Firstly people may make fun of you for buying 4s whereas the 6s is coming out soon. And there are many other android phones too in the price range and they have better features like you can do direct downloads from net unlike iphones who don't allow third party interruption
But if you are still desperate for an iphone you should go for the iphone 5s which will be a little costlier but afterall your choice… Buy whichever phone but think whether will it really satisfy your needs and better than others in the similar price range If you need a phone and the Iphone 4 is the best model that you can afford, purchase it. I use Net10 and all of my phones have cost $40 or less in the last few years. So if I could purchase an Iphone 4 for $40 or less I would purchase it. Is it worth what? Why would you ask if something was worth paying for and leave out how much you were being asked to pay?

Whether the iPhone 4s is or isn't something you should buy has little to do with how old it is, but whether it's features meet a current standard. IPhones older than the 5 can't cnnect to LTE networks. The 4s can run iOS 8, just not very well.

Also important is what you need/want in a cellphone… About which you've said nothing. If money is the primary factor, then yes since it is the cheapest among still updated iPhones & if rumors are true would be updated up to iOS 10. 4S has always been a great phone but with 5C free on contract I would at least move up to that.
