Is it possible for Whatsapp to switch between online and off if not using the app?

For about a week I hadn't received any Whatsapp msgs from my boyfriend but when I logged on I'd notice sometimes his status showed him "online" then sometimes not. He said if he wasn't chatting with me he wasn't using the app, that with an iPhone you stay logged into Whatsapp unless you manually close it, and if he's connected to the internet it will show him online even if he's not actively using it. Is this true? Will he show online when conntected to the internet on iPhone, or only when he's actively using the app?

I keep talking to a friend on Whatsapp, I text her when she is online. 90% of the time she doesn't answer but eventually, when she does she says that she doesn't check whatsapp that often and claims that she didn't see my message. I wanna know if it is possible that this is true. P.S. I'm using iPhone 4s and she uses Samsung Galaxy S3 if this helps.
