Is it really worth updating from iphone 4 to 4s just for siri?
I personally don't think so. Why would you pay an extra $100 for a talking robot? I wouldn't do it, but it's up to you. I'm managing just fine without Siri.
I wouldn't upgrade just for that, but there's more then just siri. I would just wait until you are ready to upgrade to a new phone, then move up to the newest version at that time. You can recycle your old phone on apple's site and they will give you store credit for it, so will get something back for it. Even if damaged something is better then nothing and saves you the trouble of trying to sell it also.

- Will updating my iPhone apps affect my phone speed as how updating the Operating System (OS) will? Currently I'm using the iPhone 5s on iOS 8.3 I know if I were to update my phone to the latest OS I may notice some slowdown on my phone's performance, since it may not have the "muscle" to handle certain functions.
