Is the iphone 4s a safe buy?

So after much saving and selling some stuff i will be able to in a near future purchase a new iphone. This is due to contracts in my vountry being very stupid and expensive and they simply don't make the phone cheaper ie in the us a new iphone 5s will cost 199 on a contract vs 599 new and i know i'm streching the numbers but it's for demo purposes and here it will get probably one hundred euros from 599 so yeah i don't have that kind of money available for a phone.
I can howecer purchase a 4s which is probably my favourite phone of all times because of the look the feel and of course it's probably one of the best phones ever. However i like to think ahead because i have some knowledge on this stuff and i know it will get ios 8 but what abou nine?
I think it may because it's still being sold on apple us website and with a contract and warranty but again the original release date was in 2011 and the four lasted three years and if we go by that pattern then the 4s useful life will end late this year.
So I don't know! Maybe i should save more and pick up a 5c but again i need input.
So after all this i have two questions:
1 is the iphone 4s still worth it?
2 will it get ios 9?

It's not worth buying a 4S at this point, the iPhone 4 isn't getting iOS8 so it's a safe bet the 4S won't get iOS9. You should get the iPhone 5 as a minimum if you want an iPhone.

Nope. It's not worth it anymore. Go for the iPhone 5.
