I think you're confusing your iPhone's storage with iCloud storage. That message means the storage on your actual phone is full, not iCloud. You either need to delete things or transfer everything to the cloud
In setting, you can find the space hogs, and delete what you do not use. There's also a hack I have not needed to try, that involves trying to FORCE your phone to accept a download that is too big- like a movie. Then a similar screen comes up and tell you what can be cleaned out - including internal files that you DO NOT SEE, but still are taking up space - and you can make room that way. If the movie DOES download - you can then get rid of it. Net result - more space. I read this on my phone form one of the respected mag sites, not some dark place.
Check the storage in the settings? Have you tried turning it on and off lol
