My iPhone 4 won't charge to 100 percent?

I got a refurbished iPhone 4 a few days ago… On the wall charger, it does not charge to a full 100% but if I disconnect the USB cord from the Wall charger and hook it up to my computer, it will charge to 100%. But on wall charger it stops between 60-80%. Which is very aggravating, as you can imagine. The place that I got it from, put in a new battery last night and I'm still having this problem. What do I do? Is there something I can do? I really don't want to take this phone back especially since I already paid for the 45 prepaid card. I love the phone just the charging thing is messing with me. Any ideas? I've rebooted, let it drain, everything I can possibly thing of… Any help or ideas? Please Please help.

Your battery is probably bad. Since on Iphones you can't get a new battery you might as well go get a new phone
