My Iphone 4s can't use internet/apps without Wi-Fi?

It is basically acting like an Ipod at the moment. I go somewhere without Wi-Fi, I can't use safari or any of my apps. I have an Iphone 4s on tesco mobile, and it is a 3g. How can i fix this so i can use internet even without Wi-Fi?

Added (1). I'm paying for a data plan and I have a sim, all that is sorted. I have 3g enabled.

You can't use Wi-Fi where there aren't any hotspots. 3G is a more powerful signal which can be reached within miles from the main connection. However, it requires you to pay the 3G provider. If you want to turn on 3G on your iPhone, go to settings>cellular>Enable 3G

It does the same thing it does when I have no service (just has that little circle symbol that means it's trying to get through). Orginally, I thought it must be a universal problem but everyone else has service and they are in the same location as me. Also I always use my phone here with no problems.
