Either the charger is broken, the cable is broken, the connector on one end is broken, or your phone's battery is bad. You should try a different charger and cable first.
Probably something wrong with the charger cable. You should look into buying a new charger cable, they're pretty cheap (assuming you've switched on the mains into which the cable is plugged… I've proudly made that mistake before).
