Try the old trick of turning it on and off again.
If that fails then the firmware may be corrupted and you'll need to restore the phone via iTunes from your host computer. Afterwards you can get your data back by restoring your last backup. If you don't regularly backup (preferably to both iCloud and to your host computer) then you'll have learnt the hard way to do so in future.
