EVERY iPhone locks to the 1st Network / SIM that is used in it.
If you go to an Apple shop - they will sell you a fully unlocked one - but it will be the full price
Expect that the price in Canada for a full price unlocked one, will be the same as a Full unlocked on in India - plus as it is expensive and technology 'the person bringing it into india' should pay duty and tax on it (to india customs).
but you might be lucky - looks like all electronics are now free of duty, only have sales tax (11-12%)
