Shouldn't iCloud Locked iPhones be illegal to sell?

Added (1). Even if it is for Parts? The serial number might not be blacklisted, but seriously I treat that iPhone as a stolen phone nonetheless…

Why should they be? As long as the seller makes no false representation about the phone, it's your choice to buy it in that condition. You could try resetting the operating system or taking it apart or whatever you want to do with it. Obviously selling stolen goods is illegal, though.

So who is going to enforce it? Thats like saying phishing is illegal, no one is enforcing that either. There isn't unlimited budgets of money for cops to be sitting on ebay and craigslist all day, thats the type of thinking our government does and why they are 18 trillion in debt now.
