Video chat apps that don't require Wi-Fi?

Wi-Fi and data plan are two separate things. Data plan is when you can use the Internet on your phone wherever you go, but you may be limited by your service provider on how much data you can send and/or receive. Wi-Fi is when you connect to a wireless router (xfinity, dsl, etc). There may or may not be a data cap on the router service, but that is handled by the customer of the service. Not necessarily the user of the service.

I.E. You're at a friends house and you want to look up some YouTube videos on your iPhone, so you ask for their router password and connect. If there data cap was at say, 250 GB and your use of their router on your phone caused them to go over (that large of a data cap is rarely ever exceeded) they will be charged, not you.

So to answer your question, all video apps require either Wi-Fi or a data plan. Some can't use data plan as video chat takes a pretty good chunk of data quickly.
