It means that it is locked, possibly because someone tried to guess the passcode to many times, and so it thought someone was breaking in.
Plug your phone into your computer (for iTunes). If that doesn't work take it to the apple store so they can "reload it" (forgot what the process is called). I hope this iPhone has been backing up or it will loose all memory (pics, contacts, apps, etc).
